This position serves as the subject matter expert responsible for overseeing the day-to-day execution of the Human Resource Operational and Payroll activities. Under the supervision of the Japan HR director and in coordination with the US HR team, the role encompasses various responsibilities including Compensation & Benefits administration, HR payroll management, HR compliance enforcement, HRIS and HR data handling, and operational support for employee lifecycle processes such as onboarding, remuneration, performance management, employee relations, and termination. Additionally, it involves spearheading HR process enhancement initiatives.

Roles and Duties:
1. Local Compensation & Benefits Administration:
• Managing and administering local employee compensation and benefits transactions, including pay, social insurance, health insurance, pension, leave management, etc.
• Executing compensation-related processes and rewards management cycle, including merit changes, bonuses, and reviews.
• Conducting regular audits to identify areas for process improvement and monitoring vendor performance.
• Serving as the local HR contact for Compensation & Benefits inquiries.
2. Payroll Administration:
• Managing day-to-day payroll transactions, providing pre-payroll data to vendors and finance/accounting teams.
• Conducting operational audits to identify improvement opportunities and monitor vendor performance.
3. Employee Onboarding and Offboarding Process Administration:
• Coordinating onboarding activities, including orientation and probationary period management.
• Facilitating timely offboarding activities, including final payments, benefits termination, and system access revocation.
4. Employee Relations:
• Managing HR communication and employee engagement initiatives.
• Facilitating various employee relations activities such as health check surveys and town hall meetings.
5. HR Compliance and Data Management:
• Monitoring changes in labor legislation and ensuring policy compliance.
• Maintaining accurate HR data records and managing statutory occupational safety and health activities.
6. Project Management for Process Improvement:
• Leading projects to streamline payroll and operational processes through automation.
• Collaborating with global and regional teams to map current and future state operations.
• Establishing project goals, tracking progress, and resolving issues to enhance payroll operations scalability.

経験・スキル
• 7-10 years of Human Resources experience with career advancement in an international, rapidly expanding, and matrixed setting; preference for healthcare or technology industries.
• Expertise in employee and labor relations, comprehensive understanding of country-specific laws and practices, as well as proficiency in performance management and consultancy for enhancement.
• Demonstrated experience in maintaining, enhancing, and overseeing HR Operations, Systems, and Payroll services.
• Proficiency in offering recommendations to effectively tackle problems or challenges, employing judgment aligned with established standards, practices, policies, procedures, or legal regulations.
• Strong ability to maintain focus with meticulous attention to detail and consistently deliver work of exceptional quality.
• Capacity to harmonize local requirements with functional and corporate objectives.
• Possession of analytical and conceptual thinking abilities, adept at analyzing relevant unit and employee-related data to formulate sound recommendations and decisions.
• Outstanding communication skills, both verbal and written, coupled with exceptional interpersonal abilities, showcasing a proven track record in building trust, credibility, and fruitful relationships.
• Excellent organizational skills along with expertise in project and program management.
• Proven capability to work collaboratively and professionally within teams and across a highly matrixed global organization.
• Objective coaching aptitude for employees and line managers dealing with complex, challenging, and emotionally charged situations.
• High level of integrity and discretion, adept at managing confidential and sensitive information effectively.
• Strong adaptability to change, openness to novel ideas, and adeptness in communication.
• Desirable experience includes familiarity with payroll and HR operations transformations, process mapping workflows, and Workday implementations.
• Proficiency in project management.
• Business Level English and Fluency in Japanese.
