Randstad is partnered with a Global Insurance firm that is starting a strategic, enterprise-wide life platform modernization program to replace and modernize its core insurance and non-core applications currently hosted on a Legacy Mainframe environment. The Senior Program Manager will lead the end-to-end program, coordinating multiple workstreams, aligning with business strategy, managing budget and benefits realization, and ensuring delivery with the required regulatory, security, and quality standards. This role requires strong program management discipline, excellent stakeholder management, and a solid understanding of core insurance processes and modern IT delivery practices.

Key Responsibilities
・Program Strategy, Governance, and Planning
・Define the program vision, objectives, and success criteria aligned with business strategy and regulatory requirements.
・Establish and govern the PMO framework, including governance committee, dashboards, and reporting cadence.
・Develop and maintain program roadmap, scope boundaries, milestones, and dependency maps across policy administration, billing, and claims modernization.
・Delivery Management and Execution
・Lead multiple cross-functional workstreams to ensure on-time, on-budget delivery.
・Balance waterfall and agile delivery approaches appropriately, coordinating release planning, sprint cycles, and feature delivery with Product and Tech teams.
・Resolve cross-team issues, manage technical and business risks, and drive timely escalation.

Financial Management and Benefits Realization
・Develop and manage program budget, forecasts, and financial controls.
・Track cost-to-completion and ensure alignment with business case.
・Define and monitor benefits realization plans, quantifying and reporting expected vs. realized benefits (revenue uplift, cost reduction, improved time-to-market, risk reduction).

Change Management
・Lead change management and user adoption activities in collaboration with change management specialists, developing and owning the Change Management Strategy aligned with the program.
・Create a training strategy, organize training sessions, and measure training effectiveness.
・Collaborate with HR, Communications, Learning & Development, and Business Units to maximize change readiness and minimize business disruption.
Stakeholder Management and Communications
・Build strong relationships with Business Owners, C-suite sponsors, Compliance, Security, Enterprise Architecture, and Vendor partners.
・Communicate complex statuses and risk analyses clearly to non-technical stakeholders; prepare executive dashboards and milestone reviews.

Risk, Issue, and Dependency Management
・Identify, track, and mitigate program risks; maintain risk registers, issue logs, and dependency matrices.
・Establish escalation paths and contingency plans; support audit readiness and regulatory compliance reviews.
・Vendor, Contract, and Partner Management
・Manage relationships with system integrators, software vendors (e.g., core policy administration platforms), cloud providers, and data/analytic partners.
・Oversee contract governance, vendor performance, SOWs, and procurement activities; ensure alignment with program goals.

Quality, Security, and Compliance
・Ensure program adheres to security, data privacy, and regulatory requirements (FSA).
・Drive quality assurance activities, including test strategy, QA milestones, and audit trails.
Continuous Improvement and Lessons Learned
・Capture and apply lessons learned, refining PMO processes, tools, & governance for future programs.

People and Team Leadership
・Lead, coach, and develop program management staff and matrixed resources.
・Manage resource planning and capacity.

Required Qualifications

・Education: Master’s degree in Project Management, Business Administration, Information Systems, or Computer Science. PM certifications preferred.
・Experience: 8–12 years of program management experience in large-scale technology-enabled programs; 5+ years in senior program management roles, ideally within insurance or financial services.
・Domain Knowledge: Strong understanding of core insurance processes (policy administration, billing, claims) and regulatory considerations relevant to the Japan market (FSA).
・Methodologies: Proficiency in both Agile and traditional/project-driven methodologies; proven ability to run a PMO and manage multi-method programs.
・Tools: Experienced with collaboration (Jira/Confluence), reporting (Power BI), and governance tools.
・Platform: Experience delivering core insurance modernization programs, including data migration, platform consolidation, and vendor management.
・Leadership and Communication: Demonstrated ability to influence, negotiate, and communicate effectively with executives and diverse stakeholders; strong facilitation and presentation skills.
